Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are fought: hopeful statements are issued from different nations. Significant resources is expended on managing specific proposals. By night, the Kremlin clearly shows the world that, for them, military action persists as the main instrument for achieving "settlement".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from across the border, a ability provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been scrambled to engage hostile guided weapons roared overhead – sophisticated military planes provided to Ukraine by European allies.
Moments later, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, most likely delivered by Western nations. Every deployment creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into sober acceptance: maybe the hostile projectile won't cause damage this time, protecting urban areas from ruin and another blackout.
Persistent Threats
Not long after, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a defensive team – probably allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV – it pressed on overhead toward its destination.
Periodically, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those entire period demonstrated Ukraine's vital need on international aid – a need that neighboring countries are demonstrably unable to fill in the short term.
Ineffective Peace Efforts
The 28-point plan from US administration generated strong feelings, debate and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new initiative from US leadership follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, no doubt, persist.
Political Considerations
It is tempting to accuse particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a principle understood by seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The US administration presumes that it is impossible to compel Moscow to relinquish the territory that it currently occupies in Ukraine's occupied territories.
The issue is that while recognising this factual reality, US leadership does minimal to discourage Russia, through words or deeds, from thinking that the situation will not change more in its favour in the coming year.
Divergent Views
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing lives and land but preventing a complete military breakdown until circumstances change in its advantage.
Present Conditions
Objectively, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: leadership ambitions to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their attention does not switch to domestic problems. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.
These opposing factors are driving the talks.
Summary and Prospects
It took a only one week to terminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all did their job.
While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require ongoing international assistance.
